chrome's flash stuff will crash only slightly less often then firefox's

Yes, "Spartan browser". I guess they are trying to keep with the Halo theme with Windows 10's new features.

I think they said somewhere IE will still be there, but optional.

Your both wrong.

IE12 will be released with Windows 10 at launch, "Spartan" is not a final name, but Spartan is a completely separate browser that Microsoft is making to run on multiple platforms, not just Windows, it is built on IE's
Trident Engine, Spartan is basically a new Browser built using IE's Engine that supports extensions and many other things, an according to said rumors, Spartan will be able to emulate other browsers.

In a nutshell:

IE12 is happening (Might be the least one though)
"Spartan" Browser is a New Browser built with IE's Trident Engine and will be available on more platforms than just windows (Also Spartan is a code name for it, it most possibly may change when it releases or is announced).

Me, personally, have NEVER had a problem with IE. I have never had lag from IE. Chrome freezes every once in a while for some reason, and I'm not a huge fan of firefox- though thats just my preference. I like IE, though i like Chrome more. :(
