You can host a dedicated server then, however you cannot join it.

Right-click on Blockland, select Properties, then select Launch Options. In the box add -Dedicated and you're done. Then just launch.

Right click the Blockland entry in your steam library.
Click set launch options.
type -dedicated
Launch the game.

As stated before, you won't be able to launch a second instance of the game to actually join the server.
