I need help trying to find an add-on.

I am working on a big project, and I need the "building rights" mod, and I tried to find it...but couldn't.
Can you guys please help me out?

It made it so you couldn't build unless an admin/host gave you permission, not like "ok u kan build, muddafukka" I mean like they put your ID into a list or something.
