Ok guys I just got Client_CityRPG and I was wondering how I use it .

It's a client mod and is meant to go along with a server mod. If there is no server running the gamemode it is of no use.

I won't and here's why, you lack the knowledge to host a gamemode so unstable and I'd rather not condone it. I won't or can't stop anyone else from doing so, but this is my philosophy on the matter.
