Why can I not use this .gif as my profile picture?

It's 70x70, only 16 frames, and only uses 9/10 colors through the whole thing, meaning it cannot be a size issue. When I try to select the picture, I click the dot next to Select Picture and do Change Profile, but nothing happens. Can someone help?
