How would I know like how many players I could host without lag? And what are some good server management addons, like for example giving admins certain powers and mods certain powers

I wouldn't reccomend hosting on your own pc. Use a host like blocknet or hammerhost. Or buy a VPS.
Post specs tho.

That's a stupid suggestion. The amount of players you can host before having latency issues depends on how much bandwidth you have. Being that you're likely young, ask your parents what speed they pay for.

note, if you use an Ethernet cable it should be faster than over wifi
and there were some stats somewhere, probably in kalph's new years party topic, about how much bandwidth each player uses
