I've really got nothing to prove to you, its entirely possible, it has been done and done well.
If you have ever been to Glass' fort wars you would know this.

How would you make a submarine as an AIPlayer?

just search up stratofortresses' air boat, submarine, and speedboat. they all used position modification to align themselves above/below/on the server water level

My Fort Wars on average had 28 or so vehicles spawned at any given time with a player count of about 30. Most of which were submarines, attack boats, and F/A-18's. All very resource intensive mods, my server was pretty stable other than the occasional ghosting during a large battle. Not sure if this was improved by Badspot or because I had the server running on it's own VPS with 3GB of RAM.
Of course with a decent or powerful server and a client with an average internet connection, there would be no problems.
But the limitation is there for people who don't have powerful servers, and clients who would be ghosting constantly.

They sometimes shoot out too so if damage is on a lot of people die.

it blocked certain commands and restarted as soon as someone crashed it
