My Fort Wars on average had 28 or so vehicles spawned at any given time with a player count of about 30. Most of which were submarines, attack boats, and F/A-18's. All very resource intensive mods, my server was pretty stable other than the occasional ghosting during a large battle. Not sure if this was improved by Badspot or because I had the server running on it's own VPS with 3GB of RAM.
Of course with a decent or powerful server and a client with an average internet connection, there would be no problems.
But the limitation is there for people who don't have powerful servers, and clients who would be ghosting constantly.
