Really weird computer virus

also guys
I think some adware or virus is installing stuff to my computer
it first installed and popped up a browser (looked identical to chrome) and I ended all it's processes and deleted it
and today it made an internet shortcut on my desktop to some website thing

since that's windows 10 i honestly believed the bluescreen
i know the way it looked changed between 7 - 8 so i could easily assume it changed again

An actual blue screen wouldn't leave the secondary monitor open for use.
Also, if you Google the phone number on the screen, there's nothing official.
