How the heck do I Install the hat mod for Blockland?

Sorry if this sounds dumb but I just can't install it for some reason. The hats won't show up and it's getting a little annoying.

download server_hatmod and hatmod_jake from here: http://forum.blockland.us/index.php?topic=254646.0
make sure you actually download a hat pack or you'll have no hats.
Load up blockland, go to start - custom - and scroll down and tick 'server_hatmod', and 'hatmod_jake'.
start up the server/singleplayer and type: /hat
if a message displays then its working
