Windows Live Movie Maker is decent.

Vegas is nice if you have money.
Otherwise maybe go for Live Movie Maker or VideoPad by NCH.

I personally prefer vegas pro but im switching to premiere soon because I didnt knew that was a thing and its adobe so yah. Both are very similar I guess
