Maps are scarce sorry to say, but honestly hosting a City RPG server with whatever mod you find will not give satisfactory results. Look into Suburbia if you want to see promising CRPG server up soon: http://forum.blockland.us/index.php?topic=287678.0

Also most CRPGs just make a few roads with holes for lots. It's sometimes lazy, but if you're wondering about a base to start at for map building, that's it.
