Im doing a project for school where I am to create a cover page and it needs to be artsy with pictures, text boxes and things
I have Microsoft word 2010 but it does not allow me to freely rotate a text box like I need it to and its irritating.

Should I use open office or libre office?

if you have microsoft office then why use others?
also word is stuff for visuals, publisher is what i usually use for cover pages.

if your really want to use one of those, go for libre, it's fairly close to microsoft office and is compatible.

problem solved, it was a template I was using that was interfering with the text box. I opened a new word document and it worked.
