Have you tried to port forward?

Multiple times. I will try one more time, but what ports?

External/internal ending:   28___

As long as the server and the port forward are the same you should be fine

Make sure you port forward the correct address
Don't use mine, open cmd .exe and type ipconfig, find this:

That is what you will use for your address to port forward with the port

You only need once port, for example 28000. When starting a new game, go to advanced settings and make sure it actually uses that one.

I have same kinda problem with my dedicated server, but the problem dosen't seem to show up in my non-dedicated server

The dedicated server might try to use the wrong port or something?
