He probably just gets off on making people think he knows where they live.
Lots of younger players get uncomfortable about that sort of thing, particularly because stranger danger on the internet is drilled into their heads a lot. So he's probably trying to incite a reaction by checking their ip and trying to freak them out with where they live.

IPs usually aren't pin-point accurate, mostly to keep you safe so you don't have people turning up on your doorstep.
But they can be accurate enough to give your town or county.
