Alright, so, I have little money. maybe, like, 5 dollars. and my family isn't wealthy at all as well. so, I can't afford getting an XBox One, which is fine.

I just need a less stupid XBox 360

I was Downloading GTA V (a 7 gigabyte game. which shouldn't take two nights to download 70%) and I decided to click something in store. not an ad, not the download now button, just a game which I thought was cool.
Can't download GTA V
the forget, XBox. so I try to reinstall it, to find that NONE OF THE DOWNLOAD PROGRESS SAVED.

Alright, so here's a continuation of what was going on last time. I decided to try and reinstall GTA V, But everytime I do it, it says Can't download GTA V
might it be something with the drive itself? should I restart? IDK

The xbox 360 has gone to stuff to be honest. It used to be a simple thing with a really simple and cool-looking dashboard and crap (https://www.youtube.com/watch?v=AZYhri2tsM4).
But yeah, it's kind of stupid that the download progress didn't actually save.

It's got a bit of a revitalisation on the Xbox One thanks to the Master Chief Collection.

I didn't realize GTA V was smaller on consoles

On the older consoles it doesn't have to load in the full HD or 4K textures so that lowers the size by quite a bit

and here I was thinking that xcom enemy unknown was big at ~2.1 gb

are the sounds uncompressed or something? I've heard that that will horribly bloat a lot of console games.

GTA V is approximately 8GBs uncompressed (from the original download) on the Xbox 360 version of the game. This is likely achieved using lower resolution textures, lower bitrate and compressed audio, removal of objects/effects and so on.

OP, we need more information about your console and setup. How much free space does your drive have (16GB seems to be the minimum required)? What else is installed? What other storage devices are connected to the Xbox?
