Not really. As a Moderator myself, I expect my behavior to be somewhat similar to the rest of the moderators. Guess I was wrong.

Soooo much bans. GG. But I haven't seen this guy on Tezuni's in my time of playing the server. Was he a new mod or a old mod?

I actually have no idea. He seems like an old moderator, he knew how everything worked and stuff, but is still irrelevant to one's behavior as they earn it based off their behavior on the server around SAs, not applications.
