You need to use the mission editor with F11, then press F4 for the creator, then you'll have to navigate the bottom right menu to find the vehicles

Pretty sure you have to hold the right mouse button down on the game screen to be able to turn the camera around, you can still use W, A, S and D to move the camera around

No, the mouse is used to steer vehicles

You might be able to use the left CTRL key, Z or X to toggle head turning, which you can then move the mouse left or right to look around
