Friends cant join my server

I maked a server so my friends can join, but when they join it says:

Sending challenge request..
Sending challenge request..
Sending challenge request..
Sending challenge request..
Sending challenge request..
Request timed out.

so i search on the web and people said that i need to turn Disable UPnP on so i did that,
but it still didnt work. i realy dont know how to fix this.

have you forwarded port 28000 in your router settings?
