if it's that much of an issue, find the laptop model and buy/burn a recovery disc, depending on if it needs to be bought or not, respectively

or since windows 10 is master tier at finding drivers: just get a 5+GB USB drive and go to microsofts website to get the windows 10 installer and literally just boot and install windows 10 and use the product key on the bottom of the laptop if you have to, although it should automatically find it online.

obviously the issue is your phrasing because literally nobody realized what you meant, so you can chill with the caps lock
you probably shouldn't have turned it off while it's doing something critical like that. you probably shouldn't have done it a second time. you probably shouldn't do it a third time. just leave it alone for a while. if it still doesn't get anywhere then maybe it's just fukt and you should do a fresh install
