Sometimes it can, 99% of the time it doesn't.

But honestly Fallout 1 and 2 play so nice, you shouldn't focus on strength like in NV or 3 and focus more on things like perception, luck and such in 1 and 2 as it used chance systems.

Plus you could have low intelligence, that was fun.
