The bigger question here is why is the combine, a type 2 civilization that apparently harnesses loving stars for power bothering with earth? Were a thousand years behind them atleast, why would they bother with some dingy backwater planet like us other than to be starfishs?

The ingame lore is that the combine, for all their technology, are really bad at teleporting. When they detect Earth, some stuff tier tech planet blow up with teleportation storms, that caught their attention. They wanted that technology. I think it's safe to assume that's their standard practice to poach tech off of other civilizations to make themselves more powerful.

Also the fact that they recruited humans into their own army via civil protection. iirc half the time you're running around killing regular humans, or that's what it seems like.

if i remember correctly someone wrote a fanfic about why the combine kept the humans alive instead of all out annihilation. basically it went along the lines of that humans aren't too far along evolutionary-wise, therefore we're more easily controllable, and we breed quick enough and are small enough to be the perfect foot soldier for the combine.

augment humans with combine technology and you've got super-soldiers that can be bred in a matter of years compared to their other ground forces. like 5 combine elites can take down a couple of hunters, and even striders. it's all about numbers.

that doesn't imply that the combine can't synthetically breed humans in a pod like they do almost all their other synths.
