What's the difference between recoverVehicle and respawnVehicle?

They seem to do the same thing, so why is there two of them?

RespawnVehicle will respawn the vehicle no matter the conditions (Other than quota)
RecoverVehicle will only respawn the vehicle if there's no players currently riding it.
