the welcome message

i have been to a few servers and saw that the persons name was move around the wecome message instead of having it at the end. i have just one question.
how do you do that

Type '%1' in the welcome message (while editing the dedicated server option text document) to display the players name.

I forget how to do it with a non-dedicated server, though.
