Welcome Message?

I joined a server and this thing called a "Welcome Messsage" popped up. I had all the server information and the mods. Even the rules. Is this a mod or a /command? If it is a mod. Just please tell me, ill search for it.

No. It's this thing that was on a server. It had all the information in the message.
