How the fack do I size my pictures down?!!

My pictures are to big how do you size down?!?!  I need them jpeg, gif, or png format at least 40 x 40 pixels) How do I save to a GIF anyway?  Thank you :D

right click, press "edit" take one of the tools(either a funny shaped curser or a magnifying glass, tleast thats on mine, or on the corners and middles of the outside of picture will be blue squares) and use one of the tools, grab one of the blue boxes, and pull it towards the picture
