Can't Join Server

I'm trying to join my friend's server and it won't show up in the server. He has tried to forward his ports and thinks it works, he's trying again. Any tips for getting his server to show up?

A) Forward his ports properly
B) Allow Blockland on any firewall that may obscure his server going up.

I think # 2 is the issue.
