When people join my server, they're suddenly able to create their own mini games. How do I make it so they can only be in one mini game without being able to leave it, unless they leave the server?

Make the minigame dedicated?

Download the add-on "Manditory Minigame"
This will prevent non-admins from creating minigames, and give you the option of forcing all players into a minigame.
