I didn't get my sandman on TF2 after getting my 15 scout achievements.

Why not? I have 16 real achievements in totals and 18 if you add the milestone ones.
How do I get the sandman now?

Have you been doing this on a achievement server?
If so, restart your TF2 and join a normal server, gain one more achievement and you will have unlocked the sandman.

Ah ok. I asked my friend to help me get achievements and he went there and told me to come, I just got the game today, I got about 56 achievements :3
