how to scale down vehicles?

i was wondering if there was a way to scale vehicles down (similar to the /resizeme command) so that tiny poeple could use vehicles? sorry if this post is a repeat, ive searched and cant find anything so far.

what addon gives me those events and do you have a link?
so far aoshi's scale charger sounds like the way to go but all links to download it are either dead or retracted.

there is actully a mini vehicle and player spawn brick.
that will make vehicles tiny.
