All fitting words for what I would love to see with that town.
Idea: "Gas" Station at the top of one of the peaks, and have it be on a smaller, pointier peak, so that it has to have a lot of foundation which you can turn into a basement of fun and goodies (or not so goodies, your choice >:D)
Are you using the lake area? Or is it more of just the mesa?
Cause if you're using the lower areas as well, you could have some broken down transportation system, like a monorail or something of the sorts. However it would have to be single railed so that people don't just cheaply use that as a safe way to get to the bottom base.
