What I use:
Photoshop - Images
Pixen - Pixel art
Pencil - Animation
Vector Designer - Vector work

Photoshop and vector designer are both legally bought programs, and Pixen and Pencil are free programs.

I only recommend actually buying photoshop to those who actually can use what it offers (I got my version along with my Wacom tablet). For instance: My friend's mom bought photoshop, I'm sure gimp or paint.net would have easily done anything she needs/knows how to do.

I draw all my avatars on MSpaint. I think it looks fairly decent for about an hour or two of work.
