Can anyone make a sky box that looks like this? (Pictures Available)

So I would like a skybox that looks like the one of the night sky in The Shivering Isles, one of the expansions for The Elder Scrolls: Oblivion. I'm thinking of restarting an old map project I had started a while ago. I would try to make it on my own but I'm not very adept in using Terragen ( the only skybox generator I know of).
