Some sections of the forum don't let you.
but why, you should be able to edit on any forum.
Badspot probably doesn't want people locking their topics in some forums. There was a drama topic about how people ask something in the help forum, then lock their topic when their question is answered so when someone else has the same question they end up having to make their own threads
