Ip changing?

My ip keeps on changing. THis does not affect my Blockland port forwarding but it affects gmod hosting. It used to be  138.89.89.45 and now it is 138.89.45.246 (sorry if I got them wrong, i thought of tge numbers from memory.) Is there a way to make it so they do not change?
