'Expanding' the Colorset size?

This is a error that is starting to bug me, its when I join my server, and the colorset has only 5 rows, and the fifth row is mixed with the Special effects row.
My original colorset is:


but then the colorset in the game is:


So can you tell me how to fix it, so I don't get this glitch anymore?

The maximum amount of colours you can have is 64, and that limit can't currently be changed.
