What zeros_bro said, but also keep in mind they must be 75x75 pixels or they will lose their animation. It will simply be a single frame.

Use either a program or a website.

I've used EasyToon in the past, there is a topic about it here that explains how to use it.

Another thing you can do is make separate frames using something like paint.net or (do not do this unless you have mastered it) MS paint, and upload them to this website, or something similar.
