I am surprised that the most common piracy sites (Not listing names) are not shut down. I wonder why they are still up?

They supply links, they don't host the content.

They have disclaimers saying that they are not responsible for content posted on them. Torrent files work by peer to peer sharing, so no data except the actual .torrent is on the website. Therefore, the website isn't responsible for what people upload to each other.
