If I use a PC controller, would I still use the mouse for the cursor?

Yeah, because it only works with games. Unless you use a separate program. I don't suggest using one for normal activities.

So if I wanna play a game, I would use the controller for moving and such. But use the mouse for selecting stuff. Right?(Just making sure that's right (o(_)o)

IF you get it working, you'll be disappointed. Controllers really can't compare to a mouse and keyboard.

use xpadder, you can control the mouse with a controller
