Brush Not Appearing

I want to make some sort of Terrain Map, And, When I go to Repaint The Terrain with The Brush, The Brush Doesn't Appear, Same thing happens with Raising/Lowering the Terrain.

This is Probably something Pretty obvious... ._.

Well thats because there is no terrain but don't ask me how to add them. I only can edit terrains in flatlands.
