Its not part of RP core. Only when RP estate is released will it cost to build. It is obviously another add-on such as CityRP, or one of the various Cash Mods.

You gotta use cash to build now in RP Core. It came with RP Money or RP Time or RP Jobs or RP Crime I think.

No. You dont. Try it yourself with JUST the RP add-ons made by McTwist. I just did and oh look, no cost. Tried multiple jobs, multiple amounts of cash. I have Core, Crime, Time, Money, Jobs and Resources.
