The Decemberists write songs like that (not about killing children, about... stories.) ..The narrator isn't supposed to be your friend, or someone you can relate with. It's similar to.. kind of like a story you tell around a campfire, to scare each other.
They're sort of like a.. they're story-tellers. The story isn't to be taken like a recommendation. If you go check out some of their other stuff online, you would see more of what they're like. This song alone and out-of-context is much creepier.
