How do you even know it is disabled? Your problem may lay somewhere else, such as your ISP blocking the ports that blockland hosts on by default. Also, there is no single tutorial for actually enabling UPnP because it will be completely different for each brand of router. Just log into your routers configuration page and look around until you find it.
