Decal's not working >:(

I'm trying to get this picture to work for a decal but its not working. It shows up as a thumbnail image in the avatar screen but not on the avatar itself. Making me mad.

Have you packaged it correctly and sized it correctly?

It's packaged correctly and all sizes are correct.

 Scripts aren't used for decals, I don't think.
