Help my icon cannot be changed!

Getting banned does not affect your ability to do this. your probably not clicking the "save changes" button at the bottom of the forum profile information page, which is where you upload your picture.

In some cases this is not true, Badspot has revoked avatar rights from certain people. I believe Packer is/was one of them... Generally this is if you used your avatar as some kind of offensive image. I would however more assume that the OP is doing something wrong.
