The weapon itself is a giant forget YOU! To the target.
Upon the trigger's pull, It sets off the "Shut the forget up!" Audio later followed by "RATATA!" in this video: http://www.youtube.com/watch?v=DtaRppWaqGc&NR=1
The weapon deals only 1 piece of damage, and is meant of pure fun.
