Its a program that converts save files into .OBJ files, which can be converted to create a .dts, and essentially create a vehicle with scripting.

That looks like a random string of letters, without context.
BLS2OBJ is a prog that allows you to turn a blockland save (.bls) into an object (.obj) for use as a model. This allows you to make a vehicle or something in game, save it, then use it's model for an addon.
1. Make a car.
2. Load it into blender
3. Add mount points
4. add script to file
5. check it
6. play
Voila. A buildable vehicle.
