Extended Timescale Commands

Time scale 0.0 would render the server dead. All time would stop and no one could type, build, or even move. That's just my guess.

Mostly correct.
Infact, setting timescale to 0 would cause the game to completely freeze, and being frozen, no more commands can be called, even changing the timescale.

A higher timescale? Maybe.
A lower timescale? Not needed. .2 is low enough.
