an interesting idea:Use zones and variables to create a "the movre you move around in this area, the more pokermans" effect. If variable returns true, teleport to some pokebattle arena place to fight.
This is similar to my idea, although mine consisted of just having a random variable get set off in tall grass to determine if you battle, just like in the real thing.
No, you said "the more you move around, the more pokemon". That struck me as quite different from the random encounter idea.
