Put a Ditto in the day care center, then put the other pokemon you want ditto to have love with. Then, an egg will form.

Well in your case, you're going to need a ditto. Put the ditto and the quilava together in the daycare center and wait untill the daycare man outside calls you about an egg. Go pick up the egg and when it hatches it should be a baby cyndaquil :D MIRACLE OF LIFE FTW
