The only thing I can think of is a Bronzor pre-evolution but that doesn't explain why there's two of them...

In my opinion they should make a de-evolver machine that makes pokemon de-evolve. If the pokemon is not a pre evolution (baby evolution) then they turn into a baby form. So there would be like 100+ish new pokemon.
